Talk to a guy dressed up as team rocket and he’ll offer to dress you up as team rocket. Then go to the Radio tower and talk to the guys blocking the stairs. Then you’ll have to beat the tower’s team rocket grunts. Once you do go back to Mahogany Town and the guy will let you past!
